Serenity Treatment Center, Inc. offers two holistic outpatient facilities dedicated to helping adult men and women overcome alcohol and substance use disorders. Our approach blends innovative and traditional therapies to provide the Frederick and Washington County communities a personalized, flexible, and effective recovery program.

Thomas Dasch

Clinical Supervisor

Thomas Dasch is the Clinical Supervisor at Serenity Treatment Center, where he provides leadership, guidance, and clinical oversight to behavioral health professionals. With a strong commitment to integrity, accountability, and quality care, he works closely with clinicians to support professional growth while ensuring clients receive effective, evidence-based treatment.

Thomas brings a passion for helping individuals navigate challenges related to mental health and substance use, and he is dedicated to fostering a supportive and collaborative treatment environment. Through his leadership, he emphasizes the importance of ethical practice, continuous improvement, and meaningful client outcomes.

Michael Mann, CPRS

Director of Operations

Michael Mann is a dedicated behavioral health professional with extensive experience in the substance use disorder treatment field. With a strong understanding of both direct client care and the operational side of treatment services, Michael brings a unique perspective to his work that combines professional knowledge with lived experience.

As a Certified Peer Recovery Specialist (CPRS) and a person in long-term recovery, Michael understands firsthand the challenges individuals can face while working to rebuild their lives. His personal experience with recovery has shaped his commitment to treating every individual with dignity, accountability, and respect while helping them recognize their own potential.

Michael is especially passionate about helping individuals with substance use disorders successfully reintegrate into the community. He believes that sustainable recovery involves more than abstinence—it includes developing independence, rebuilding relationships, establishing stability, finding purpose, and becoming a productive member of the community.

In his role as Director of Operations at Serenity Treatment Center, Michael uses his experience in treatment operations and recovery services to support effective programs, strengthen day-to-day operations, and help create an environment where both clients and staff can succeed.

For Michael, this work is more than a career. It is an opportunity to use both his professional experience and his own journey in recovery to help others build meaningful, fulfilling lives.

Jacques Fischer

Jacques Fischer

Director of Compliance

Jacques Fischer is a dedicated behavioral health professional whose career reflects more than a decade of progressive experience, leadership, and commitment to excellence across the full continuum of Substance Use Disorder treatment. Beginning his work in 2014 as a Part‑Time Behavioral Health Technician, Jacques quickly demonstrated a natural ability to support clients, collaborate with multidisciplinary teams, and navigate the complexities of behavioral health care. After earning his Bachelor’s Degree in Psychology from Salisbury University in 2015, he advanced into counseling, obtaining his ADT in March 2016 and formally entering the Substance Use Disorder counseling field.
 
Jacques’ leadership trajectory continued in March 2021 when he became a Board‑Approved Clinical Supervisor, marking a significant shift toward organizational guidance, staff development, and clinical supervision. Over the years, he has contributed meaningfully across multiple levels of care, ultimately finding his professional niche within ASAM III.1 Low‑Intensity Residential Treatment. In this setting, Jacques is known for his ability to bring structure, consistency, and person‑centered focus to treatment environments.
 
His expertise includes the development and implementation of policies and procedures, preparation and oversight of accreditation audits, and the enhancement of treatment delivery systems that strengthen both clinical outcomes and operational integrity. Jacques’ work reflects a blend of clinical insight, administrative precision, and a commitment to quality that supports both clients and the professionals who serve them.
 
Outside of his professional role, Jacques maintains a disciplined personal life. He is an active powerlifter, often training for upcoming competitions, and a devoted supporter of his two stepdaughters as they compete in high‑level cheerleading. His dedication to strength, family, and personal growth mirrors the values he brings to his work each day.
Bradley Meadors, 3.1 director

3.1 Clinical Director

Bradley Meadors serves as the 3.1 Clinical Director at Serenity Treatment Center, where he provides clinical leadership and guidance across Serenity’s residential treatment programs. He works closely with the clinical and residential teams to support consistent, compassionate, and person-centered care for individuals working toward lasting recovery.

Brad earned his undergraduate degree from Hood College before receiving his Master of Social Work from Salisbury University, with a clinical focus in addiction. He is a Licensed Certified Social Worker–Clinical and a Maryland Board-Approved Social Work Supervisor.
With 10 years of experience in the behavioral health field, Brad has worked across a variety of treatment settings and therapeutic modalities. Seven of those years have been dedicated specifically to mental health services. His professional experience includes supporting individuals affected by substance use disorders, trauma, depression, anxiety, and other behavioral health challenges. He recognizes that recovery is different for every person and believes treatment should consider the individual’s experiences, strengths, needs, and goals.

In his leadership role, Brad is committed to creating an environment where clients feel respected, supported, and empowered to participate in their treatment. He also values the opportunity to guide and develop clinical staff while promoting collaboration, accountability, and high-quality care throughout Serenity’s 3.1 programs.

Brad is passionate about social justice and firmly believes that every person has the capacity to change, regardless of their past or current circumstances. One of the most meaningful parts of his work is witnessing individuals recognize their strengths, overcome barriers, rebuild their lives, and discover a greater sense of purpose and meaning through recovery.

Angel Mangum has been an integral part of Serenity Treatment Center for over four years, beginning her journey as a part-time Administrative Assistant and steadily advancing through leadership roles. Most recently serving as Director of Operations, she now holds the position of Executive Director. Her progression reflects a deep commitment to the organization’s mission, as well as her strong leadership, vision, and dedication to delivering compassionate, high-quality care.
 
With both personal and professional experience in the substance use field, Angel is passionate about fostering environments where clients and staff feel supported, respected, and empowered. As a Certified Peer Support Specialist and Registered Peer Support Supervisor, she brings a unique blend of lived experience and professional expertise, allowing her to lead with authenticity, empathy, and insight.
 
Under her leadership, Serenity Treatment Center has continued to grow and evolve, expanding both clinical and residential programming. Angel has played a key role in strengthening organizational culture through collaboration, innovation, and a commitment to person-centered care. She has also been instrumental in implementing peer-led initiatives, mentoring staff, and creating meaningful pathways for client empowerment and sustained recovery.
 
In addition, she is passionate about mentoring emerging leaders, helping to shape the future of compassionate, recovery-focused care.
Outside of her professional role, Angel is a devoted mother and a strong advocate for recovery. She draws inspiration from her own journey and the resilience of the Serenity community, holding a firm belief that with the right support, guidance, and opportunity, lasting transformation is possible for everyone.

Sean Nicholson

Chief Executive Officer

After battling addiction for much of his life, Sean found his path to recovery in 2015. Since then, he has committed himself to serving and uplifting the recovery community.

Drawing from his prior experiences with non-profit organizations in Frederick and its surrounding areas, Sean began his service by spearheading a strategic partnership with Frederick County Public Schools. Together, they aimed to raise awareness and educate middle and high school students about addiction and recovery. He played a pivotal role in founding The Phoenix Foundation of Md, where he currently serves on the board of directors. This non-profit organization birthed The Phoenix Recovery Academy, Maryland’s only recovery high school. Sean also lent his expertise to the Frederick County Homeless Coalition as a member of its board of directors.

In recognition of his outstanding contributions, Sean received the 2018 All Star Do-Gooder award and was honored with the Paul Harris Fellow Award by the Rotary of Caroll Creek of Frederick in 2019. That same year marked the release of Heroin’s Grip, a documentary on the opioid crisis in Frederick County Sean executive produced to amplify awareness and inspire action.

Also in 2019, Sean began a four-year term co-chairing the Frederick County Overdose Awareness Vigil in collaboration with the Frederick County State’s Attorney’s Office. He continues to champion the cause of overdose awareness, assisting Frederick County Goes Purple in taking over the vigil in 2023.

Currently, Sean serves as the Co-Founder and Housing Director of Solid Ground Recovery, an organization providing structured Recovery Residences for over 180 individuals in early recovery. His dedication to fostering supportive environments extends to his role as the Co-Owner and CEO of Serenity Treatment Center, Inc.

In addition to his professional endeavors, Sean actively engages with local high school students through Montgomery County’s State’s Attorney’s Office “Speak up, Save a Life” program. He collaborates with community leaders at the county and state levels to enhance access to substance use and mental health services.

Despite his many commitments, Sean remains grounded in his role as husband to his beautiful wife Jessica and father to their two children. His life is a testament to his belief that recovery is possible and that people can transform their lives for the better.
